Where can my husband, a diabetic, dispose of his used levemir flex pens, etc.?

The doctor doesn't want it, neither does the local CVS or Walgreens. We have not inquired about Walmart disposal of these items. Help. He has disposed of his "empties" in empty milk jugs and we have several gallons full of these at home.
